The arrangement and description of records is the key to the context of records and is a function performed exclusively by archives. However, in the case of Koorie records created by the government, documenting the government agency’s original intention and view is hardly a neutral act. Stage 3 of the Trust and Technology project is examining how to provide Koorie communities with the ability to create their own alternative views of the official records. This system could be used to correct, explain, or expand on the records held by an archive. It could also be used as a finding aid, to assist users in accessing the records. This paper will describe the functionality of the proposed Koorie Annotation System, focussing on building and maintaining the communities of administrators, annotators and accessors. Koorie views are only one alternative view of government records. The system could be used to give many communities a voice in presenting alternative, and useful, views of the records held by an archive.
